I don't think we can say for sure without sequencing the inoculants. RNA-injections have this potential, yes. But there are other things RNA-injections can do that one should be equally worried about, like magnetogenetic applications.
Moreover, there are other ways to deliver RNA. What they call "self-spreading vaccines" are effectively GMO viruses. Though I think it's good to realize in all this that "they" are human too, and - unless there's a secret antidote - are unlikely to release something that would (seriously) harm themselves.
